On March 22, 1982, Pulaski County Sheriff Tommy Robinson and his deputy, Mark Bowman, arrested County Judge William E. Beaumont, Jr. and his assistant, Jo Grocock, and charged them with obstructing governmental operations in violation of Ark.Stat.Ann. § 41-2802 (Repl.1977). The arrests were subsequently declared illegal in the state courts. The appellees filed suit
