They allege, inter alia, that the individual defendants, who are directors and officers of the district, acted unlawfully in connection with the district's purchase of and later expenditures on the so-called Century 21 building, that they also acted unlawfully in preparing the district's 1985-86 budget and its budget for previous years and that they
