We granted certiorari in this case to determine whether the rule of Batson v. Kentucky, ___ U.S. ___, 106 S.Ct. 1712, 90 L.Ed.2d 69 (1986), should be given retroactive application to collateral review of convictions that became final prior to the release of the Batson decision.

Petitioner, Jimmy Louis Love, was convicted of robbery in the first degree and was sentenced to life imprisonment...
