The Board of County Commissioners of Brevard County petitions this court for writ of certiorari to review an order which appoints private counsel for a solvent criminal defendant who refuses to retain counsel, and which further requires the County to pay the attorney's fee which shall not exceed $35,000 without further order of the court.
