These cases are consolidated appeals from a judgment entered on April 21, 1986, by the circuit court of Clark County which involved a dispute between the plaintiff, Mississippi-Fox River Drainage District # 2 of Clark County [drainage district], and the defendants, Hugh and his wife Susan Plenge, concerning the construction of the defendants' private levee and its connection with the district's levee.1
