Petitioners seek review of LUBA's decision affirming Umatilla County's issuance of a conditional use permit to respondents Klicker for the extraction and processing of rock and gravel. The county found that the Klicker site was an existing gravel pit and was therefore subject to the criteria that the county zoning ordinance establishes for the quarry use of existing pits.
