Appellant Roosevelt Brandon claims that the delay of the District of Columbia Board of Parole (the Board) in granting his application for reparole violated his due process and equal protection rights. On cross-motions for summary judgment, the district court granted appellees' motion and dismissed Brandon's complaint. The court held that there was no basis for Brandon's due process claims...
