This appeal presents the issue of the application of Michigan's tolling statute to a prisoner's § 1983 claim. On October 29, 1985, appellant Edward Lewis Higley, a prisoner of the Michigan Department of Corrections, filed a complaint pursuant to 42 U.S.C. § 1983 in the district court.
