Carosella, a supervisory employee of the United States Postal Service (the "agency"), was removed from his position based on charges of sexual harassment and soliciting deviation from official reporting time. The Merit Systems Protection Board (the "Board") sustained the removal, holding that the penalty was reasonable under the circumstances and that removal promoted the efficiency of the federal service.
