The sole issue raised on this appeal is whether the thirty-day limitation contained in 42 U.S.C.A. § 2000e-16(c), relating to the time for filing a Title VII civil action in the federal district court by an aggrieved federal employee after adverse agency action, is jurisdictional. Although the circuits are not in accord on the question of whether the thirty-day limitation of section 2000e-16(c) is jurisdictional, the law in this Circuit is clear that...
