Defendants, the New York Shipping Association-International Longshoremen's Association Pension Trust Fund ("Pension Trust Fund") and The Board of Trustees of the NYSA-ILA Pension Trust Fund, move for summary judgment to dismiss plaintiff's claim for declaratory judgment that it is not an employer subject to pension withdrawal liability under the Multiemployer Pension Plan Amendments Act1
