For the reasons stated in the companion case of Silliker v. St. Landry Parish Police Jury, Et al., 520 So.2d 880 (La.App. 3rd Cir.1987), in which a separate decision is being rendered by us this day, the judgment of the trial court is affirmed.

All costs of this appeal are assessed to plaintiff-appellant, Frank Silliker.
