The plaintiff, John P. Acy, applied for a permit on October 19, 1983 to sell beer containing 3.2 percent alcohol by volume in Ward 3 of Allen Parish. The application was denied on November 8, 1983 by the parish police jury relying on Ordinance No. 1082 adopted in 1941.
