This is an appeal from an order granting dismissal of this action brought pursuant to 42 U.S.C. § 2000e-16. The district court complaint was filed by Steven Angel (Angel) who had represented the nominal plaintiff, Kenneth Keesee (Keesee), a black, in an equal employment opportunity (EEOC) administrative complaint against the United States Air Force.
