The narrow issue before this court is whether the Department of Interior (Department) has authority to interfere in a tribal election dispute when the tribe provides administrative and judicial procedures for contesting its elections. After examining the briefs and the appellate record, this three-judge panel determined unanimously that oral argument would not be of material assistance in the determination of this appeal.
