William James Caldwell (Brower) died in a collision between an automobile he was driving and a truck employed as a roadblock by the Inyo County police. Brower's mother, as representative of Brower's estate, brought an action pursuant to 42 U.S.C. § 1983 alleging violations of Brower's constitutional rights.
