Muhsin Hassan Al Uqdah, a state prisoner, filed a pro se section 1983 complaint against Jesse R. Rolan, library supervisor of the Ellis unit of the Texas Department of Corrections ("TDC"). After a hearing, pursuant to Spears v. McCotter, 766 F.2d 179 (5th Cir.1985), the district court held that the plaintiff's claims were frivolous and dismissed the case under 28 U.S.C. § 1915(d).1...
