Hughes, a South Dakota State Penitentiary inmate, appeals the District Court's grant of summary judgment to the defendants in this action under 42 U.S.C. § 1983, the Sheriff of Fall River County Jail, and Jeff Tarell, Jailer of the Fall River County Jail.
