This appeal marks our first opportunity to review a decision on the merits reinstating and awarding damages to a public official allegedly dismissed for political reasons in the wake of the most recent Puerto Rico gubernatorial election. Prior cases dealing with similar dismissals following the electoral victory by the Partido Popular Democratico ("PPD") over the Partido Nuevo Progresista ("PNP") in 1984 have come before us either on appeal...
