This appeal comes from a judgment for the plaintiff in a declaratory judgment action. William M. Mingus, Jr., brought an action against the Mobile County Personnel Board and the City of Mobile, requesting that he be declared eligible for the position of Police Officer I with the City. The Personnel Board had omitted his name from the list of persons eligible, even though he had passed the examinations required...
