OPINION AND ORDER

ACOSTA, District Judge.

The present case is an action pursuant to 42 U.S.C. § 1983 for damages and equitable relief. Plaintiff alleges that she was improperly demoted from "Executive Secretary" to "Secretary IV" and transferred from the Commonwealth Ports Authority to the Commonwealth Highway Authority solely because of her affiliation to the New Progressive Party.
