At issue in this case is the meaning and validity of 212 Code Mass. Regs. § 2.04(1)(c) (1983) (Regulation I-82). The defendant, the Auto Damage Appraiser Licensing Board (board), interprets Regulation I-82 as imposing a total prohibition on communications between insurance companies and their customers regarding automobile repair shops.
