Charles Nagle filed a civil rights suit alleging that he was physically and verbally abused by officers of the Jefferson Parish, Louisiana, Sheriff's Office after his arrest at a Mardi Gras celebration. His suit was subsequently dismissed by the district court on the ground of failure to prosecute.
