Six Unknown Federal Narcotics Agents, 403 U.S. 388, 91 S.Ct. 1999, 29 L.Ed.2d 619 (1971), and the district court's imposition of an $11,500 sanction under Rule 11 of the Federal Rules of Civil Procedure, 110 F.R.D. 420.
