This appeal arises from a suit on a grain dealer's bond in which the district court entered judgment in favor of the claimant, Vennerberg Farms, Inc. (Vennerberg), against the surety, IGF Insurance Company (IGF). At the heart of the controversy is the question whether the limitation period for filing claims against the surety commences from the date of a hearing examiner's proposed order revoking the grain dealer's license or from the date such order...
