This proceeding was instituted by petition of the District Attorney seeking to have Howard Rudolph, III, and Alan Rudolph, minor, twin children about 1½ years of age, adjudicated "children in need of care."

The Department of Health and Human Resources initiated an investigation after receipt of a report or complaint from a reliable reporter that the children were being physically abused and neglected by their parents...
