This appeal challenges the Benefits Review Board's conclusion that a maritime employee's injury did not occur on a maritime situs, so that his injury cannot be compensated under the Longshore and Harbor Workers' Compensation Act (LHWCA), 33 U.S.C. § 901 et seq.
