Cynthia Phillips was hired by San Diego County (County) August 20, 1982, as a deputy sheriff. The probationary period for permanent appointment as a deputy sheriff is 18 months. She was terminated February 17, 1984, three days before the end of the eighteen-month probationary period. April 20, 1984, Phillips filed a formal request with the County civil service commission...
