A jury convicted Tommy Ray Higdon of conspiracy to rob and of robbery of a federally insured savings and loan in violation of the federal Bank Robbery Act. Higdon appeals both convictions, alleging that he received ineffective assistance of counsel at trial in violation of the sixth amendment to the United States Constitution.
