In this appeal we are asked to consider the scope of a school district's authority to contract for health insurance benefits for its employees. The district court, affirming a decision by the Iowa State Board of Public Instruction (BPI), held that the language of Iowa Code section 509A.6 (1983) limits the entities with whom a school district may contract for such benefits.
