Appellant Laura Del Rio brought this medical malpractice action against the United States under the Federal Tort Claims Act ("FTCA"), 28 U.S.C. §§ 1346, 2671-2680. She bases her claims on behalf of herself and her children on the negligent administration of prenatal care by active duty military medical personnel.
