This is an appeal from an order denying two petitions for injunctive relief. The actions were brought by The City of Houston to enjoin violations of City Ordinance No. 85-1337 (the Ordinance) relating to lighting and structural configuration of adult arcades and requiring a permit for the operation of such businesses.
