This case is before us on petition for writ of federal habeas corpus, 28 U.S.C. sec. 2255. Petitioner Quin, a British citizen, is on parole, having served part of his sentence for having aided and abetted in unlawfully, knowingly, and intentionally possession approximately 41,000 pounds of marijuana, in violation of 18 U.S.C. secs. 2, 7(1) and 9, and 21 U.S.C. sec. 955a(a).
