Plaintiff Bettye Glover, an Alderman of the City of Portland, has sued the City, the Mayor, and several Aldermen1 pursuant to 42 U.S.C. § 1983 for alleged deprivations of her Constitutional rights under the Fourteenth Amendment. Glover's original suit against all of the defendants was filed in state court on March 3, 1986 and amended on January 11, 1987; she nonsuited one of those defendants...
