We have occasion here to discuss the standards set forth in Federal Rule of Civil Procedure (hereinafter referred to as "F.R. Civ.P.") 24 for determining whether intervention should be allowed. We believe that proper interpretation of the Rule requires both a practical and permissive approach. Considering the foregoing and all of the relevant factors, we are discounting the procedural shortcomings by the Movants...
