The Review Department of the State Bar Court recommends that petitioner Harvey Gilbert Cooper, a member of the State Bar since 1953, be disbarred. This recommendation is based upon findings of the hearing panel, adopted by the review department, that on several occasions between 1978 and 1982 petitioner wilfully breached his fiduciary obligation to one client, misappropriated funds and failed to perform services...
