ALMA WILSON, Justice:

The two questions presented are (1) whether the district court has jurisdiction to issue a garnishment against unemployment compensation for unpaid or accrued child support; and (2) whether a successful litigant is entitled to attorney fees in a garnishment action against the State. We find that the district court has jurisdiction to issue such a garnishment, but that the litigant is not entitled to an award of attorney fees against the State...
