Alford sued the City of Dallas and Billy Prince, the Chief of Police for the City of Dallas (collectively "City of Dallas"), in a district court seeking review of an administrative personnel decision. Alford alleged that the failure of the Dallas Police Department to follow its written transfer regulations deprived him of his liberty and property interests without due process of law, deprived him of the equal protection of the law, and unconstitutionally...
