The plaintiff, Lamar Marcotte, Jr., was employed as a teacher and principal for 22 years by the Avoyelles Parish School Board. In April of 1985 Mr. Marcotte was dismissed from his position as principal of Plaucheville High School after having been found guilty by the School Board of willful neglect of duty by mismanagement of public school funds.
