Granting the motion to dismiss filed by Joe Corley, Sheriff of Montgomery County, Texas and other "public" defendants, the district court dismissed the complaint of Vernon Cowan which alleged violations of the Sherman Antitrust Act, 15 U.S.C. §§ 1, 2, the Racketeer Influenced and Corrupt Organizations Act (RICO), 18 U.S.C. §§ 1961, et seq., and 42 U.S.C. § 1983.
