Defendant was arrested on April 5, 1985 by David Goodier, a Deputy in the Fulton County Sheriff's Department, for petit larceny, upon the complaint of Nichol's Department Store in the City of Johnstown. Defendant told the arresting officer that his name was Eric Williams; he was issued an appearance ticket and released. A few days later, another Deputy found a wallet in the back of the patrol car used to transport defendant containing identification...
