William R. Smalley brought this action for judicial review of the final decision of the Secretary denying his claim for disability benefits.

Smalley first applied for disability benefits on July 23, 1984 alleging that he had been disabled since October 28, 1982 because of low back pain syndrome, myofarscial pain, somatic preoccupation and hypertension. This application was denied initially and on reconsideration...
