I. INTRODUCTION

The petitioner in this case, the American Federation of Government Employees, AFL-CIO Local 2513 ("AFGE" or "Union"), challenges a decision of the respondent, the Federal Labor Relations Authority ("FLRA" or "Authority"), revoking the right of members of Local 2513, who are also employee supervisors, to vote in union elections to appoint local officers.
