Appellee, Garrett Trapnell, an inmate at the United States penitentiary at Leavenworth, Kansas (Leavenworth) was transferred on December 16, 1982 to the United States Medical Center for Federal Prisoners at Springfield, Missouri (Springfield). While there he refused to allow anyone to examine, evaluate, medicate or treat him, and within forty-eight hours he was returned to Leavenworth on December 18, 1982.
