We consider an appeal and cross-appeal arising out of a tariff dispute between a carrier and a shipper under the Interstate Commerce Act, 49 U.S.C. § 1, et seq. The carrier, Illinois Central Gulf Railroad Company, appeals the lower court's award of attorneys' fees to the shipper, Delta Millwork, Inc.
