Herbert Franklin Brown was indicted for illegally manufacturing phencyclidine (PCP). The Circuit Court for Anne Arundel County dismissed the indictment on the ground that Brown was not brought to trial within the 180-day time limit of Maryland Code (1957, 1982 Repl.Vol., 1986 Cum.Supp.), Art. 27, § 591, and former Maryland Rule 746.1 The Court of Special Appeals affirmed the dismissal.
