The Chicago and North Western Transportation Company (the carrier) has been granted discretionary review of the district court's affirmance of findings of guilt on five simple misdemeanor citations under an ordinance of the city of Sergeant Bluff (the City). Each citation charged that the carrier blocked a grade crossing in the city for a longer period of time than permitted under a local ordinance.
