The United States District Court for the District of Rhode Island has certified the following questions of law concerning article XVII of the amendments to the Rhode Island Constitution permitting the purchase of real state originally taken by condemnation pursuant to G.L. 1956 (1981 Reenactment) §§ 16-9-5 through 16-9-8 and P.L. 1961, ch. 64.
