On December 3, 1985, this Court issued an opinion in this case which found a total breakdown in the provision of dental care at the Bedford Hills Correctional Facility, 623 F.Supp. 392, (Bedford Hills).1 The Court also found that inmates with serious dental problems at Bedford Hills were in immediate danger of irreparable harm to their health....
