Appellant, the owner of appellee-employer, appeals from a Workers' Compensation Commission decision which reversed the administrative law judge's award of benefits on the basis that appellant had failed to file a written notice that he intended to be included in the definition of an employee for the purposes of coverage under the Workers' Compensation Act.
